Missing Grenade Sought After Blast Kills Three L.A. Detectives

Construction Starts on T.O. Ranch Mixed-Use Development

Cleanup delays cleared, grading permit imminent. Twelve acres at 325 Hampshire Road—the former Kmart site—are slated for redevelopment as T.O. Ranch, Thousand Oaks’ largest mixed-use project. Following a California Department of Toxic Substances Control–mandated removal of diesel, gas and dry-cleaning solvents, remediation funds of roughly $185,000 have been spent and public comment closed Dec. 30, 2024.

420 homes plus retail and amenities. City Council approved the project in June 2022; Sherman Oaks–based IMT Capital expects a grading permit next week and hopes to begin construction by late summer. Plans call for 349 apartments, 71 townhomes and 15,000 sq ft of shops and restaurants, along with a pool, fitness center, learning center, workspace and dog park. Construction is projected to last about two and a half years.
